Labor Relations Practitioner Development Initiative 3rd training round (Jun 12-13 and July 24-25)

Background

Since the implementation of the new Labor Contract Law on Jan 1st 2008, workers have benefited from the strengthening of labor rights protection. However, the number of labor disputes has been climbing significantly due to workers and employers’ different interpretation of the new law and the lag in factory management addressing the issues. 
 
To address this issue, the government of China created a new occupation – Labor Relations Practitioners, who should be equipped with knowledge and skills to prevent and to mediate labor disputes and play the role to build harmonious labor relationships in factories. BSR invites you to participate in the Labor Relations Practitioner Development Program (LRP), in conjunction with this government effort.  
 
The LRP Program aims:
  • To assist suppliers in proactively addressing labor issues and labor disputes
  • To build in-factory labor relations management capable of training and positioning labor relations practitioners
  • To enhance worker empowerment
These objectives would be achieved through
  • Training and nurturing labor relation coordination professionals
  • Developing human and virtual networks for labor relations practitioners to share knowledge and practices
  • Promoting legal compliance and law enforcement
  • Leveraging partnerships 
 
To this end, BSR designed the following training initiative to help Chinese suppliers develop a positive human resource management system and nurture professional personnel to prevent and manage labor dispute and conflict. This training initiative includes four modules, which cover the following topics:
  • LRP Fundamentals: understand labor laws and employment management
  • Labor dispute arbitration case study and conflict management
  • How to build a participatory workplace through worker engagement 
  • Positive human resource management and communication skills
 
The goal of the initiative is to help member companies build sustainable supply chain practices through worker empowerment, supplier ownership and suppliers’ capacity building.
 
Methodology

A total of four training sessions, each lasting one day, will be provided, totaling 4 training days.  All the training sessions will take place in Mandarin and will be highly interactive and participatory.  

Course Content

The first module is a one-day training focused on helping Labor Relations Practitioners to understand China labor laws and regulations. This is the basic LRP module. During the course, BSR will also provide guidance on how to use the LRP toolkit. 

 
The second one will give participants guidance on how to tackle labor disputes and conflicts. This session will bring HR experts and government officials to discuss the above topics and provide practical advices. Participants will have face-to-face interaction with government officials and HR experts during this session.
 
The third one will provide participants guidance on how to build a participatory workplace through worker engagement. This module helps participants minimize labor risks through effective worker grievance system and communication. The session will also provide advices to participants on how to manage worker performance through incentives rather than wage deduction or other disciplinary practices. 
 
The last module will provide insight to participants on how to improve workplace communication skills and positive human resource practices.
 
Location 
 
The first three rounds in the second quarter will be held in Guangdong Province. We plan to extend the project to other provinces such as Hebei, Zhejiang and Shandong in the upcoming months.
 
Course content
 
Module One
LRP Fundamentals: Understand Labor Laws and Employment Management (1 Day)
  • Professionalism for Labor Relations Practitioners
  • Systematic roadmap for PRC labor laws and regulations
  • Specific laws and regulations for employment management
  • Labor Contract Law and the implementation guidance
  • LRP toolkit introduction and sharing
 
 
Module Two
Labor Dispute Arbitration Case Study and Conflict Management (1 Day)
  • Labor dispute arbitration law and regulation updates
  • Government officials perspectives on labor dispute arbitration
  • Case study of labor dispute arbitration
  • How to deal with conflict and understanding polarities
  • Collective negotiation skills
  • Proposed procedures to tackle labor conflict and strike 
 
Module Three
How to Build a Participatory Workplace through Worker Engagement (1 Day)
  • How to build an effective grievance system to understand workers’ concerns
  • Worker engagement methodology and good practices
  • Manage workforce by regular dialogue with workers
  • Trends and risks control for the workforce
  • Implement Participatory Rapid Appraisal for worker engagement
 
Module Four
Positive Human Resource Management and Communication Skills (1 Day)
  • What is a positive human management strategy
  • How to introduce progressive steps for discipline
  • How to provide incentives to improve workers’ performance
  • How to set Key Performance Indicators to measure and manage worker performance
  • How to improve communication skills with workers
  • Develop some stress reduction techniques to help manage immediate stress 

 

 

Cost & Funding Sources

We are proposing to offer the full training program at a cost of USD 400 per participants. This cost includes: BSR staff time, trainer fees, facility rentals, meals, materials printing and one copy of LRP toolkit.

The cost of USD 400 per participants covers 4 training workshops, which represents USD 100 per day per person, which is lower than competitive market rates for similar training courses.

We are also proposing that participating BSR members to help fund the delivery of this training program. This program aims to help Chinese suppliers train Labor Relations Coordinators to tackle labor issues and minimize labor risks.

 

 

Incentive Plan

To promote Labor Relationship Practitioners in China, BSR will grant all registration and examination fees for participants who are willing to register in the national exam for Labor Practitioner Certification Program.
